Retry toast wording: 'Retry execution created' -> 'Purchase request sent for approval' (QA 3.12)

Symptom (QA 3.12)

Clicking Retry on a failed purchase shows the toast "Retry execution created". QA suggestion: change to "Purchase request sent for approval" so the wording matches the original approval flow and reads as user-meaningful rather than implementation-detail-flavoured.

Acceptance

• frontend/src/history.ts:815: replace the toast string with "Purchase request sent for approval".
• Update any tests that assert the old string.
• No behavioral change beyond the message.

Already addressed by PR #708 (merged 2026-05-26 closing #707). Current code at frontend/src/history.ts:826 shows the new wording: 'Purchase request sent for approval'. Earlier code-level check that flagged this was against stale cache; fresh fetch confirms the fix is live on feat/multicloud-web-frontend. Closing as duplicate.
