Refs #282. PR1a of the plan: additive building blocks only; nothing consumes them yet, so no behavior change.

  • Client.GetSPCoveredSeries: daily SpendCoveredBySavingsPlans (on-demand-equivalent dollars) for EC2 + region, /24 to USD/hr. Nil Coverage block = 0; empty response = empty series (no SPs); undatable, duplicate, missing-metric or unparseable rows fail loud.
  • SPUtilizationSummary.OnDemandCostEquivalentUSDPerHour (from Savings.OnDemandCostEquivalent) and CommitmentToOnDemandRatio(): k = used / on-demand-equivalent from window totals, requires 0 < k <= 1; missing/zero returns ErrNoSPUtilization so the caller can emit a Hold, never a 1:1 fallback.

Unverified offline: the SERVICE string for GetSavingsPlansCoverage (spCoverageServiceEC2, one named constant). It is verified only for the cost and RI-coverage filters. Needs a live CE fixture or manual check before PR1b relies on it. Tests are mock/recorded-shape only, no live AWS.

Consumers: none yet; the platform needs a providers/aws pin bump only after PR1b.

Summary by CodeRabbit

  • New Features
    • Savings Plans utilization details now include the hourly on-demand cost equivalent, enabling comparison with hourly commitment and calculation of the commitment-to-cost ratio.
    • Added daily Savings Plans covered-usage cost data for a selected region and lookback period, with results ordered from oldest to newest. Empty coverage is reported as zero, and no results return an empty series.

…n-demand-equivalent ratio

Additive building blocks for the ladder baseline fix: GetSPCoveredSeries
(daily SpendCoveredBySavingsPlans, EC2 + region) and
SPUtilizationSummary.OnDemandCostEquivalentUSDPerHour with
CommitmentToOnDemandRatio (0 < k <= 1, window totals). Nothing consumes
them yet. The SP-coverage SERVICE string is unverified against live CE.

Walkthrough

The changes add an hourly on-demand cost equivalent and commitment ratio to Savings Plans utilization summaries. They also add a method that retrieves daily Savings Plans covered usage for a region and returns hourly cost values in date order.

Changes

Savings Plans coverage metrics

Layer / File(s) Summary
Utilization cost equivalent and ratio
providers/aws/recommendations/sp_coverage.go, providers/aws/recommendations/sp_coverage_series_test.go
Utilization summaries now include an hourly on-demand cost equivalent when Cost Explorer provides savings data. CommitmentToOnDemandRatio returns used commitment divided by the on-demand equivalent, or an error for missing, zero, or out-of-range values. Tests cover the hourly value and ratio cases.
Daily covered-usage series
providers/aws/recommendations/sp_coverage_series.go, providers/aws/recommendations/sp_coverage_series_test.go
GetSPCoveredSeries requests daily coverage with service and region filters, handles paginated results, converts spend to an hourly rate, and returns dates in chronological order. Tests cover filters, pagination, empty results, and invalid rows.

The new helpers are not yet consumed. Clarifying the lookback wording would help future callers; the change is otherwise mergeable with that follow-up.

Make the lookback window end include the current partial day, or document why it excludes it.

end is truncated to midnight UTC. CE treats End as exclusive, so the window covers lookbackDays complete days and excludes today. This is probably intended. The doc comment says "over the past lookbackDays days" and does not say today is excluded. State this in the comment so PR1b callers do not expect today's partial data.

Independent merge-gate review (Opus 5.5, claude-opus-5-5): APPROVE at 3dd47f3

Reviewed SHA: 3dd47f378e1f81d2b3f9b756fb42cb41e8a59cc1 (up to date with main at 5b9155e).

CE API usage (checked against aws-sdk-go-v2/service/costexplorer v1.61.0, the go.mod pin)

  • GetSavingsPlansCoverageInput.Filter doc (api_op_GetSavingsPlansCoverage.go:53-71) lists LINKED_ACCOUNT, REGION, SERVICE, INSTANCE_FAMILY, AND-only. The filter is AND{SERVICE, REGION}, no SAVINGS_PLANS_TYPE; Granularity DAILY; Metrics SpendCoveredBySavingsPlans; no GroupBy (doc: Granularity cannot be combined with GroupBy). Pagination on NextToken with the existing maxSPCoveragePages cap, ctx check per page.
  • Time window: end = now.UTC().Truncate(24h), start = end - lookbackDays, identical to GetOnDemandSeries (ondemand_series.go:108-109); End exclusive, today's partial day excluded in both series. Same /24.0 daily-to-hourly conversion as ondemand_series.go:264, so covered and uncovered series share unit (on-demand-equivalent USD/hr) and day alignment. The CE date string for End equals the existing GetSPCoverageSummary precedent.
  • Nil Coverage block => 0 matches the spCoverageAccumulator precedent; non-nil block without the metric, undated row, duplicate day, unparseable/negative amount fail loud.

Utilization ratio

  • OnDemandCostEquivalent parsed via the existing parseSPFloat (rejects NaN/Inf/negative) and divided by the same windowHours as UsedCommitment, so k = used_total / ODE_total exactly (window totals, not a mean of daily ratios). Package convention is float64 for CE money; no new drift.
  • 0 < k <= 1 enforced; nil/zero => ErrNoSPUtilization; k > 1 returns a distinct non-sentinel error. Judged correct: SP rates are never above on-demand, so k > 1 is bad data and failing loud beats a tolerance that would let E/k under-size.

SERVICE string: NOT VERIFIED. The SDK confirms SERVICE is a valid coverage dimension but documents no value vocabulary; no offline evidence that GetSavingsPlansCoverage uses Amazon Elastic Compute Cloud - Compute (it is verified only for GetCostAndUsage / RI coverage). A wrong value returns $0 rows with no error.
MANUAL VERIFICATION (blocking for PR1b, not this PR): run GetSavingsPlansCoverage with GroupBy SERVICE on a real account with SPs and confirm the EC2 value before PR1b consumes GetSPCoveredSeries.

Local evidence (fresh clone, PR head, go1.26.9, GOWORK=off, -p 2)

  • go test -count=1 ./... in providers/aws: all packages ok, exit 0; go vet ./recommendations/ ok.
  • git ls-files -z | xargs -0 git secrets --scan: exit 0 with BSD grep and GNU grep. No 12-digit IDs in the new files.
  • Optional mutation run (13 mutants on changed money lines): 10 killed (/24, region clause, DAILY, covered value, dup-day, k bound, k formula, ODE field swap, used==0, /windowHours). Non-blocking survivors: (a) removing the nil-SpendCovered check is equivalent (parseSPFloat("") still errors); (b) token = nil survives because the mock ignores tokens (against real CE the repeat page trips the duplicate-day error, so not silent); (c) dropping the UsedCommitment == nil guard is untested (would nil-deref when used is nil and ODE set). Suggested follow-up: a "nil used" case and a NextToken assertion.

Scope: additive only; no existing caller touches the new code; existing exports unchanged (refactor of UsedCommitment/TotalCommitment parsing into spRatePerHour is behaviour-preserving, covered by existing sp_coverage tests). No CHANGELOG entry (none needed for an unconsumed building block). Minor non-blocking: sortedDailyCosts duplicates the sort/parse half of buildDailySeries; CodeRabbit's single doc nitpick (state that today is excluded) is trivial and matches GetOnDemandSeries.

CI green at this SHA (15/15), mergeStateStatus CLEAN, labels mirror #282, body says Refs #282.

Gate addendum: main moved (#351), so I ran gh pr update-branch (merge). New head 11ffa25424f4e52581a2511d26d2f72d6cba4e23. git diff 3dd47f3 11ffa25 -- <the 3 PR files> is empty (only main's pkg/ladder changes came in). Re-verified at the new head: providers/aws go test -p 2 -count=1 ./... (go1.26.9, GOWORK=off) exit 0; git secrets scan exit 0 with BSD and GNU grep; CI all green; mergeStateStatus CLEAN. APPROVE stands at 11ffa25; merging with --match-head-commit.
