Speed up CI: preinstalled Python, earlier snapshot pickup, configuration cache - #2021

…snapshot is published, cache configuration - setup-python 3.15.0 is not in the runner tool cache, so every job downloaded and installed it (up to 90s on Windows/macOS). Use '3.x' to pick the preinstalled version. - Wait for the 'konsist-snapshot-version' artifact instead of Publish run completion. The artifact is available ~1 min before the run is marked as completed. Poll every 5s, starting 75s after the Publish run start (artifact is uploaded after 81-113s). - Pass GRADLE_ENCRYPTION_KEY to setup-gradle in workflows building the root project, so configuration cache entries are saved and restored.
