hugging-face更新了它的cli命令，如果以前未安装过，现在直接运行脚本会出现：
'huggingface-cli' 不是内部或外部命令，也不是可运行的程序
或批处理文件。
将命令改成新版的hf download即可。且新版默认支持断点续传，无需添加额外参数
