License Transition — GPL 3.0 → PolyForm Noncommercial 1.0.0
This PR completes the license transition documented in issue #765 .

NextUI is a fork of MinUI, which carried no formal license. The original GPL 3.0 license applied to this fork did not accurately reflect the upstream author's intent regarding commercial use. After contributor outreach and a documented transition process, we are relicensing to PolyForm Noncommercial 1.0.0, which better reflects that intent while keeping the project open for personal, educational, and non-commercial use.
All contributors were contacted for consent. Contributions included under the new license were either explicitly consented to, or determined to fall below the threshold of copyrightable originality. See issue #765 for the full record.
