Enforce native smoke lint policy

The standalone native smoke crate does not inherit the source crate's lint settings. Its existing CI gate needs an explicit local policy to enforce the agreed review checks while retaining the FFI needed to exercise SQLite3MC.

Native formatting, all-target Clippy and documentation checks pass on stable and nightly. The version smoke and native export/import commands pass for all ten cipher configurations, with 400 rows per database. Import fixtures were prepared natively against the checkout's amalgamation, and Wasm/browser exchange was not run.
