Enforce root Clippy suppression policy

The root suppression policy needs to reject reasoned outer allow attributes and unexplained suppressions. Reasoned expect attributes make stale suppressions detectable, while individually selected restrictions suit the source-only API without imposing unrelated style rules.

allow_attributes checks outer attributes only. No inner allow attributes exist in the root source.
