This pull request updates the BitsAndBytesWheelUrl constant in both InstallWindowsRocmPackageCommandStep.cs and InvokeAiWindowsRocmProfile.cs to use a newer release supporting Python 3.12 and ROCm 7.15. The review feedback recommends centralizing this duplicated URL constant to improve maintainability and updating the adjacent comment which still references ROCm 7.13.

Bitsandbytes WHL update to build compatible with 7.13 - 7.15 of ROCm. Keeping compatibility for future AMD ROCm Technical Preview fixed builds used by the Windows ROCm Helper as they update.
