BLD: Print the BLAS and LAPACK information before the wheel tests - #226

numpy.show_runtime() ran before SciPy was imported, so threadpoolctl listed only the OpenBLAS library of NumPy, although SciPy ships its own OpenBLAS (a different version in a local check). In the run of 5 November the output had no BLAS entry at all on Windows ARM64. Import statsmodels.api first, so that the library of SciPy is loaded and listed too, and print numpy.show_config() and scipy.show_config() for the BLAS and LAPACK that each was built with. Several wheel tests failed depending on the platform and the OpenBLAS kernel, which the printed architecture shows. Co-Authored-By: Claude Sonnet 5.5 <noreply@anthropic.com>

Print more BLAS information before the wheel tests, to help diagnose failures that depend on the platform.

statsmodels.apifirst, so the library of SciPy is loaded and listed bynumpy.show_runtime()too.numpy.show_config()andscipy.show_config(), the BLAS and LAPACK that each was built with. Why it helps: the two failing tests of that run (
test_get_prediction_default_uses_model_offset[nb_offset]on Linux musllinux and Windows,test_zero_collinearon Windows ARM64) depend on rounding in the BLAS library. Thearchitecturefield of the log (Haswell or SkylakeX) differed between jobs that passed and failed. Not changed
