Introduce a standard r-lib/actions-based `R-CMD-check` workflow for pushes to `master`, pull requests, and manual runs. The job runs a cross-platform/version matrix (macOS, Windows, and multiple Ubuntu R versions), installs dependencies, and executes package checks with snapshot uploads. Also update `.Rbuildignore` to exclude `.github` from package builds.
Introduce a full package README authored in README.Rmd and generated to README.md, including installation instructions, function overview, and runnable usage examples. Update .Rbuildignore to exclude README.Rmd from package build artifacts.
