Fix Torch GPU compatibility and event detection

[Microno95]

Changed the pytorch package source to use the cu130 binaries instead of cu126 to allow for Blackwell GPU support on later drivers.

Additionally fixed indexing of the nonzero() implementation by selecting the first tuple index as nonzero() returns a tuple.

All test cases pass locally.
