Updates PowerShell documentation to reflect the 7.6.4 LTS release across “What’s New” and multiple installation/support lifecycle pages.
Changes:
- Bumped PowerShell version references from 7.6.3 to 7.6.4 across install guides and lifecycle documentation.
- Updated download URLs and artifact filenames (MSI/ZIP/MSIX/PKG/RPM/DEB/TAR.GZ) to point at the v7.6.4 GitHub release.
- Updated the PowerShell 7.6 “What’s New” page metadata and runtime version reference for 7.6.4.
