fix(sidebar): tone live session highlight down by 10% - #715

Row tint, hover tint, dot halo and the working / needs you label all drop about a tenth of their opacity. The dots stay solid and keep their size, so live sessions still stand out. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
