Adds a tag-triggered release workflow (v*) that publishes Writeback, Writeback.SqlServer and Writeback.PostgreSql to nuget.org using NuGet Trusted Publishing (GitHub OIDC → short-lived API key). No API key is stored.

  • The job checks that the tag matches <Version>, then builds, runs the unit tests, packs and pushes with --skip-duplicate.
  • It runs in the nuget environment, so publishing can be gated on approval.
  • One-time setup (nuget.org policy, NUGET_USER secret) is documented in docs/RELEASING.md.

Tag-triggered release workflow: verifies the tag matches <Version>,
builds, runs unit tests, packs, exchanges a GitHub OIDC token for a
short-lived NuGet API key via NuGet/login and pushes all packages.
No long-lived API key is stored. Setup steps in docs/RELEASING.md.
