Relocated the job name definition in the matrix-test job to follow GitHub Actions best practices and improve workflow readability.
Reworked misc.ps1, services.ps1, and telemetry.ps1 to use dedicated functions for each privacy/telemetry tweak, with improved error handling and logging. Simplified registry and service operations, removed redundant dry-run logic, and standardized module startup and completion messages for better maintainability.
