When a user starts the chat a message is proposed. This message should be translatable, so that it will appear in the language used by the user in the website. (cherry picked from commit 0f8a635)
We also edit the position so that both chats can coexist. (cherry picked from commit fb2983d)

Migration of website_whatsapp to 19.0, migrated from the merged 18.0 version with full commit history and original authorship (Studio73) preserved.
Includes two ForgeFlow commits that were only in 17.0 and never forward-ported (translatable message via _get_track_url_message, livechat-aligned button style), cherry-picked with -x references.
Changes for 19.0:
Supersedes #1154, which squashed history and replaced original authorship — this PR keeps both. Tests green (2 tests), pre-commit green.
