What and why

develop is red since #1577 merged: its commit 3fed3b3 re-recorded docs/project/api-json-differential-baseline.json (the tolerate arguments and the re-pinned DocumentQueries.sysml moved 191 scorecard rows) without restating the figures docs/project/api-json-differential.md quotes from it. TestRecordStatesTheBaselinesFigures in tools/referee/apijson ties the **Scorecard:** headline and the launch-ready gap rows to the baseline, so go test -C tools ./referee/apijson and the aggregate "Build and test" check fail on develop (run https://github.com/Open-MBEE/OpenSysML/actions/runs/40524037204).

The record is hand-kept prose with no generator. This restates, from the committed baseline JSON only:

• the headline totals (files, matched/ours-only/pilot-only elements, the property classes),
• the unkeyed-reference and extension-property counts in the sentence under it,
• the per-root table (the examples and docs/manual/examples rows that moved with feat(queryexec): Project and WhereFeature tell a feature the element lacks from one that is empty — a missing-feature path error with the QVTS record, tolerate to keep the empty cell #1577, plus five root rows — training, pilot-examples, validation, kerml, spec — that the test does not check and had drifted from the baseline since an earlier re-record),
• the ours-missing / present-different columns of the launch-ready gap rows.

Rank order of the gap rows is unchanged (the baseline's launchReadyGaps ordering still agrees with the document); prose columns are untouched. No changelog fragment: baseline restatements carry none in this repository.

How it was verified

• go test -C tools -count=1 ./referee/apijson — fails on develop (7 headline figures and 24 gap rows stale), passes with this change.
• make docs-counts — "Documentation counts and refereed figures are current".
• git diff of the document is figures only.
