- [[package]] env = { KEY = "value" } is emitted as env: on the package's
build steps (host, VM with forwarding, single-runner, inline) and set by
a local `release build`, so local and CI builds match.
- [[setup]] jobs = ["build", ...] confines a step to job kinds
(check-release, matrix, build, publish, github-release); an inline-build
publish job counts as both build and publish.
- Setup lists now report the real field error instead of serde's
"did not match any variant of untagged enum".
- Both fields are editable in `release config`.
- Fix the Windows shim's Out-File line being indented outside its block.
…riting release.yml now starts with a sha256 of what was generated. `release upgrade` (and `release init`) compare the file against its stamp: if it was edited, they list the lines regenerating would discard, then ask before overwriting (or, with --force, overwrite and leave the list as the record). An unchanged file is reported as up to date and not rewritten. `release doctor` warns with `workflow-hand-edited` so the drift is visible before an upgrade.
…step relies on An every-triple `targets` filter on a step that reads `matrix.*` is what keeps it out of jobs with no matrix; `setup-targets-redundant` now suggests `jobs = ["build"]` for it instead of removing the filter. A new `setup-matrix-outside-build` warning flags a matrix-reading step that would run in jobs where the expression is empty.
