Part of #40. Records the fresh ship/block disposition in docs/workflows/first-release-security-review.md.

Disposition: BLOCK.

Sequence to SHIP:

  1. Freeze a new candidate from main.
  2. Rebind the lock and Chat's vendored tarballs to it.
  3. Get a fresh protected aggregate for it.
  4. Re-review its packed bytes.
  5. Record a fresh disposition, then [SDK 0.0.1][P0] Execute the first public release and validate registry provenance #41.

Docs only, no code change.

The first passing aggregate for the frozen candidate 96804bc lifts the
structural block. Re-reviewing that candidate's packed bytes shows it
predates #277 (discovery-v2 downgrade latch) and #285 (protected fetch
error cause redaction), both High, plus the F1 fix #294. They are fixed on
main but absent from the bytes that would ship, so the disposition stays
BLOCK and a new candidate is required.
