OHE-3127 get_credits returns 503 when budget is None instead of returning null credits

Problem

With the recent budget changes, budget can now be None instead of 0. When LiteLlmManager.get_budget_from_team_info returns None, the get_credits endpoint returns 503.

Users get an error on the credits page until they make their initial purchase.

Root Cause

billing.py line 107 raises 503 when budget_info is None, conflating service errors with no-budget-configured state.

Impact

Blocking E2E tests.
