This one was validated manually as well (inspecting binaries to ensure they're linked correctly, then copying them over and running them on the FPGA and confirming we can boot to OpenPRoT runtime) Once we get #613 in, then we can write automated tests that we can run to get better test coverage |

Add a //third_party/caliptra:platform flag ("emulator" or "fpga") to
build FPGA variants of the Caliptra Core ROM/FMC/RT and MCU ROM alongside
the emulator variants:
