Create macros and rules to define Caliptra images and tests for both emulator and FPGA that transition and cross-compile firmware and tests appropriately for each platform.

These targets allow for defining a test (using the HW Model crates) and its firmware dependencies that can run on either the emulator or FPGA. Additionally, create a small on_device_test wrapper for the existing on-device tests that loads the test FW and monitors the UART for PASS/FAIL.
Draft as it's built on other pending PRs. For the benefit of getting review on the Bazel configs, the last commit is the relevant one.
