• Upgrade CefGlue.Avalonia to AvaloniaUI 12.1.0.
• Adjust unit test code to suit different time zones.

Hi team,
I have updated/adapted CefGlue for Avalonia 12 compatibility. The project builds and works as expected in my local Windows and Linux environments.
However, the Azure Pipelines CI failed. Since external contributors do not have permission to view the detailed Azure Pipelines logs, I can only see the high-level annotations from GitHub:

Packages failed to restore
Error: The process '/Users/runner/hostedtoolcache/dotnet/dotnet' failed with exit code 1

It seems like a NuGet package restore failure during the macOS runner step. Could you please share the detailed error logs for the dotnet restore step, or let me know if there are specific NuGet feeds / configurations required for CI?
Once I have more details on what failed during restore, I'll be glad to fix it promptly. Thanks!

We will look into this PR in the following weeks.
Before merging, we will need to test compatibility with macOS.
