Route Claude Code Action to opus/haiku via `model:opus` / `model:haiku` issue/PR labels, defaulting to sonnet. Set `CLAUDE_CODE_MAX_OUTPUT_TOKENS=64000` to raise the per-turn output cap from 32K. Expand `on:` triggers to include `pull_request` and the `labeled`/`edited` action types so labels applied after issue/PR creation re-trigger the action. The PR review job is mechanical pattern-matching — read diff, flag problems, return a single consolidated review. Haiku 4.5 is a better fit than the default model for this scope, and pinning here keeps review cost predictable independent of the @claude responder routing.
