[People · Phase 3] Admin census in the dashboard #145

Placeholder so the whole roadmap (#146) is traceable. It starts after Phase 1 (#143).

Goal

Replace the manual admin census (asking everyone and collecting the answers in a spreadsheet) with a census in the dashboard: each Group Admin is asked whether they want to remain an admin.

What we already know

• It's built on Phase 1 records. Only linked people answer in the dashboard; unlinked ones get an invite first.
• A "leaving" answer ends the admin assignment through the same Phase 1 role command, so the RBAC role is revoked in Auth.
• The first census implementation (feat(people): add people records, roles and census workflows #97, feat(people): add the people api for the admin dashboard backend#83) assumed Telegram groups and member records. It's removed in [People · Cleanup] Remove what doesn't belong in People #142; its docs (docs/people/* in git history) are only a reference.
