Publishes v13.39.3 on main: the release of pollora/wp-rest 2.0 support. See the CHANGELOG.

composer update installs wp-rest 2, and a REST route that declares no permission is then refused (rest_forbidden). Before updating, declare Everyone::class on the routes that are public on purpose, or return false from the pollora/wp-rest/private_by_default filter while migrating, or require "pollora/wp-rest": "^0.2" to stay on the previous behaviour.

Tag and release only after this is merged, and with the owner's go-ahead.

…ive (#570)

Raises pollora/harness to ^0.1.15 and the workflow to @v0.1.15. The new Distribution archive gate (QA-06) reports the development files a release archive carries; pollora-qa archive --fix adds the export-ignore lines it asks for.
A REST route that declares no permission is refused with wp-rest 2.
The e2e suite covers it again with the Undeclared fixture.
