Summary

Promotes the already-versioned dev state to main for publication of:

• @proofoftech/flowsafe@0.16.0
• @proofoftech/fleet-control@0.3.0

Breakwater remains at 0.11.1. Private starter and showcase workspace versions move to 0.0.11 and 0.0.17.

Release checks

• Feature PR feat: add run lifecycle and forced decommission #88 merged to dev after mandatory CI, newest-Mastra compatibility, Workers Build, packed consumers, workerd spike, and local conformance artifacts passed.
• Version PR release: version packages #89 reviewed and merged to dev.
• No pending changesets remain.
• Versioned dev CI run 31822188475 passed.
• Versioned GTM example, starter tests/typecheck, showcase tests/build, and React Doctor passed locally.
• Paid WfP conformance deferred by the maintainer on 2026-08-15 until the first planned WfP use. Anchorage currently uses ordinary Workers. WfP configuration validation and real-workerd artifact conformance remain in CI. The live paid run has never completed and is not claimed as release evidence.

On merge, release.yml will build, verify the publish invocation, publish in dependency order with npm provenance, and create tags and GitHub releases.
