Dependabot waits 7 days before proposing a new release, so a compromised release has time to be caught. Resolves the Semgrep dependabot cooldown findings.

Closing: this edits the root dependabot.yaml, which Dependabot never reads. The cooldown now lives in .github/dependabot.yml in #1, which also removes the root file. |

Adds a 7-day cooldown to dependency updates:
cooldown: default-days: 7on each Dependabotupdates:entry. A newly published release is only proposed or resolved after it has been public for a week, which gives time for a compromised release to be pulled before it reaches us. Resolves thedependabot-missing-cooldownfindings Bastion reports for this repository. The config applies to this repository only.Testing
