Prepare v0.3.1 after #25, #27 and #29: synchronize package metadata and README badges, and add equivalent English/Chinese release notes covering the CLI fixes, doctor diagnostics, viewer motion and migration cleanup.
Validation: 87 unit tests and seven Chromium suites passed on the included implementation; strict type checks, reproducible artifacts, examples and demo checks passed. Fresh npm ci reports zero vulnerabilities. The committed v0.3.1 source archive installs, runs doctor and setup/uninstall for all three agents, and reproduces artifacts. All 28 documentation pairs pass validation. Release publication waits for CI.
The npm package remains private. Issue #2 is intentionally outside this release's scope.
