Fix broken links and redirects in documentation with API endpoint correction

This PR addresses the broken links and redirects identified in the link checker report. The changes fix 27 broken links and 9 redirect issues across the documentation, with a targeted correction for Python code execution.

Changes Made

Fixed Broken Links

• Updated Thomas J. Sargent URL in lectures/_config.yml: Changed from https://www.tomsargent.com/ to http://www.tomsargent.com/ as HTTPS is not supported on that domain. Maintains proper author attribution in the site footer.

Fixed Redirect Links

Updated outdated URLs to their current destinations to avoid unnecessary redirects:

• NumPy links: Updated https://www.numpy.org/ → https://numpy.org/ in:

  • lectures/pandas.md
  • lectures/about_py.md

• SciPy links: Updated https://www.scipy.org → https://scipy.org/ in:

  • lectures/about_py.md
  • lectures/scipy.md
  • lectures/numpy.md

• FRED database links: Updated https://research.stlouisfed.org/fred2/ → https://fred.stlouisfed.org/ for documentation and reference links in:

  • lectures/pandas.md (2 instances)

API Endpoint Correction

• Preserved working FRED API endpoint: Kept the Python code's requests.get() call using https://research.stlouisfed.org/fred2/series/UNRATE/downloaddata/UNRATE.csv as the updated endpoint doesn't work for programmatic data access, ensuring code examples remain executable.

Impact

• Before: 27 broken links + 34 redirects
• After: 0 broken links + 25 redirects (remaining redirects are theme-generated and require theme modification)

The site now builds successfully with only expected warnings (jax.quantecon.org connectivity issues noted as normal in project documentation). All Python code examples remain functional.

Note on Remaining Redirects

The remaining 25 jupyterbook.org → jupyterbook.org/en/stable/ redirects are generated by the "Powered by Jupyter Book" footer in the theme templates and cannot be easily fixed without modifying the theme itself. These are minor since the links still work correctly.
