docs: v1.6.1の正式公開と配布検証を記録

GitHub Release v1.6.1の正式公開に合わせ、READMEの推奨インストール先と配布台帳を更新します。公開日時、タグ対象commit、承認根拠、配布物の検証結果をRA・AC・Taskに記録しました。

公開版はLatest、draft=false、prerelease=falseです。4つの公開assetのSHA256、manifestのSHA256/SHA512/サイズ、チェックサムが一致し、ダウンロードしたtgzの隔離インストール、CLI 1.6.1、SDK、scan、schema検証も成功しています。

Update Quickstart to install the current release

Although the primary README now recommends v1.6.1, docs/quickstart.md:25 and its CI example at docs/quickstart.md:249 still install the v1.6.0 tarball. Users following that guide will therefore run the previous version without the readiness, policy, and diff fixes advertised here; update both Quickstart URLs alongside the public-release switch.
