Why
cvs mannow exists, but nothing yet points users at it: the runtime errorfor unresolved
<changeme>placeholders is silent about it, there's nohow-to guide, and
README.md's--helppaste andtest_cli.sh's smoketests predate the command entirely.
What changed
cvs/lib/utils_lib.py: the<changeme>error message now suggestscvs man <test>.docs/how-to/browse-config-parameters.rstand registered it indocs/index.rst/docs/sphinx/_toc.yml.in.README.md's stale--helppaste.cvs mansmoke tests totest_cli.sh.
