This pull request introduces a new GitHub Actions workflow for building and releasing the PS3Dec project. The workflow automates building the project on multiple platforms, packaging the build artifacts, and creating a GitHub release when a new version tag is pushed.
Continuous Integration and Release Automation:
.github/workflows/build.ymlto define a multi-platform build and release workflow. The workflow triggers on pushes tomain, tags starting withv, pull requests tomain, and manual dispatch.
