Rebuild January 2025 - switch to rattler-build

Full rebuild on all platforms, heavily based on:

• Linux_64 - rebuild September 2024 #206
• Christmas 2024 rebuild ros-jazzy#5

List of PRs and issues that will be fixed once this PR is merged:

• Fix Package request: ur_calibration>=2.2.13 #217
  • Why: The latest rebuild includes ur_calibration 2.5.1 . As of this PR the ur_calibration is only available on linux-64, but that matches the existing behaviour, and Package request: ur_calibration>=2.2.13 #217 only asked for a version update.
• Fix Add moveit-visual-tools. #212
  • Why: the PR adds moveit-visual-tools on all platforms
• Fix Add ament-cmake-vendor-package. #210
  • Why: the PR adds ament-cmake-vendor-package on all platforms
• Fix Add rosbag2-storage-mcap on linux-64 and win-64 #205
  • Why: the PR adds rosbag2-storage-mcap on all platforms
• Fix Package request: event_camera_codecs #228
  • Why: the PR adds event-camera-codecs and event-camera-renderer on all platforms
• Fix Demo Python scripts not running in conda - "No executable found" #150
  • Why: the issue was solved by dropping the related patches, but then we never did a rebuilt after dropping the problematic patches. Furthermore, this PR adds a tests to avoid regressions in the future with respect to this issue.

Another strange problem is that somehow on Windows package that depend on yaml-cpp or console-bridge also copy as part of the compiled package, and then clearly those packages start coblerring with the same files from their depedencies, see:

I am happy with all platforms except for linux-aarch64 in a previous run (https://github.com/RoboStack/ros-humble/actions/runs/12622123371), let's see how linux-aarch64 is going in this run and then I think it's ready for merging.

I am finishing a local Windows build (that is basically just running it and skipping the failing packages at the moment). As soon as that is done, for me this is ready to merge!

Local build of Windows package (~580 packages) completed, the PR is ready for merge for me. I am just not familiar with RoboStack/robostack.github.io#42 to understand if this could be a problem post merge, but we could solve this also with following PRs.
