Adds Bring Your AI as a Claude Code -> Codex migration path.
The fit here is harness migration rather than prompt syncing: it keeps harness data local, maps rules, skills, MCP config, and portable memory, and records non-equivalent pieces like hooks and per-agent restrictions as validation notes instead of pretending they port.
