Enhance AI-agent scope observation, advice, and display controls

Summary

• add AI-agent oriented scope.observe, scope.advise, and doctor.config MCP tools
• add DS1104Z/RTM2032 display and focus controls with mutation manifests
• add multi-channel waveform relationships, intersections, and expectation checks
• add WSL bridge script and docs/TODO for follow-up agent experience work

Safety

• MCP tools remain read-only and do not expose raw SCPI
• scope.advise recommends commands but never applies them
• state-changing scope controls are explicit CLI commands only
• source/power/DUT control is intentionally out of scope

Validation

• git diff --cached --check passed before commit
• pytest -q: 657 passed, 20 skipped, 1 warning, 25 subtests passed
• Real DS1104Z Plus LAN smoke: scope auto, scope idn, CH1/CH2 fetch and multi-channel observe succeeded

Notes

• WSL .pytest_cache permission warning is pre-existing/local and ignored
• Remaining TODO items are intentionally left for later PRs
