Adds an exact
VERSIONsource and a retry-safe release workflow. AfterTestssucceeds for the currentmaincommit, GitHub Actions verifies the changelog and version, creates the matching tag, and publishes signed GoReleaser assets in the same workflow. Existing tags are never moved, and an interrupted release can be retried withworkflow_dispatch.
