Summary

adopt the V2 session authorization domain from Shell Chain PR #301
encode target presence explicitly before the target bytes
add cross-client vectors for unrestricted and explicit zero-address targets

Verification

npm test (143 passed, 1 testnet test skipped)
npm run typecheck
