Complete local skills, memory and activity workflows

What changed

• Complete the local Skills ledger with folder and agent context, source auditing through ASM and Vercel skills, Git repository ownership, unresolved-source review, and guarded cleanup previews.
• Add Memory inventory, document detail and recovery controls; separate saved agent stores when folder ownership cannot be verified.
• Make Agent activity answer what ran, where recorded tokens went, and which folder-specific skill or memory context to review. Keep unavailable OTEL distinct from local session history.
• Show plugin ownership and route lifecycle actions through the owning agent's tools. Add focused tests and external-tool credit.

Verification

• SwiftPM: 131 tests passed, 0 failed.
• GitHub CI test (including release compilation) and site passed on commit 4f75070.
• Design workflow check passed.
• Locally installed ad-hoc build 32 passed code-signature verification and live Skills, Memory and Agent activity click-through.
• In the Fleet folder, source audit found 26 Vercel-tracked definitions, 32 files tracked in Git repositories, and 33 unresolved definitions. Counts are discovered coverage, not unique capabilities.

Limits

• This PR does not publish a notarized release. The local app was installed for acceptance only.
• Unresolved sources may be locally authored; no skill was removed on that basis. No unused-skill auto-removal is inferred without invocation data.
• Plugin files remain under their agent's plugin manager. Local OTEL was unavailable during verification.
• The shared candidate job is red before compilation: Fleet's shared profile still allowlists sarthakagrawal927/contextdaddy but this repository is Significant-Hobbies/contextdaddy. Its production runner profile must be corrected separately; no check was bypassed.
