Focus new learners on their first learning session

First-time learners already receive a deterministic learning priority, but Today repeats the landing pitch and then shows empty learning/history panels. Remove the duplicate pitch and show the supporting dashboard sections once learning evidence exists. Preserve the primary action, evidence contract, session map and populated dashboard.

The rendered check also found that the late-loaded footer stylesheet's global hidden utility hid the desktop primary navigation. Give the existing desktop flex variant priority so Learn and Browse remain usable; retain the same breakpoint, mobile menu and footer.

Validation: focused initial-loading/offline/new/populated regressions; 1,026 unit tests and typecheck; scoped Biome; production build with a synthetic local client-ID fixture; responsive headless workflow/render review at 390/768/1440. Browser checks wait for the actual footer CSS and cover keyboard primary action, session navigation, Learn's complete catalogue and desktop Browse navigation. No real sign-in/provider requests or deployment.

Independent root review completed at c6a8ba5. The new-learner dashboard now leads with its study action, evidence and session map; populated learning/practice/history/progress sections are preserved. Actual390/768/1440 renders preserve the established typography and dark visual direction. Desktop navigation remains usable after the late shared footer stylesheet; keyboard/navigation behavior passes. Exact-head CI38476683939 is green, with1026 unit tests and nine production-preview scenarios qualified.

Source is ready for integration. The existing Cloudflare Pages project reports a Git provider connection, so merging can publish production. Holding that final action for the owner's public-release approval under the current global AGENTS.md. No deployment or live OAuth acceptance is claimed.
