Unable to create clippy annotations! Reason: HttpError: Resource not accessible by integration

Node.js 20 actions are deprecated. The following actions are running on Node.js 20 and may not work as expected: actions-rs/clippy-check@v1, actions-rs/toolchain@v1, actions/cache@v4, actions/checkout@v3.
