Closes #826

Summary

Adds a reusable CountdownTimer component for bounty deadlines
Shows days, hours, and minutes with real-time updates
Adds warning, urgent, and expired visual states
Uses the timer on bounty cards and bounty detail pages
Includes missing frontend helper modules required by existing imports

Validation

npm run build from frontend/
