Adds a
noeticaHomebrew formula for the Phase 1 Noetica workstation install path.This PR introduces:

noetica service ....brew services.Notes
This formula currently tracks the Noetica source repo branch during Phase 1. Once the Noetica release artifact is published, the formula should move to the release artifact URL and checksum from the Noetica release receipt.
