[WIP] Update project to .NET 10 and add plugin razor page support

This project has been updated, along with SpeedRunTool/SRTPluginBase (develop branch) and SpeedRunTool/SRTPluginProducerExample (main branch), to .NET 10. In the process of that we attempted to add the ability for plugins hosted by the SRTHost project to be able to include their own razor/blazor pages that would be visible from the SRTHost's Web UI. Analyze the existing code here and give any recommendations or comments on potential problems or improvements.This project is similar to LiveSplit in that it is used for single-player video games and is used primarily for reading game data directly from memory (producer plugins) and displaying that information (consumer plugins).
