feat(registry): add navbar gooey bloom block - #37

Liquid hover pill on springs, a gooey dropdown that swells out of a drop, and a lime blob that flows between menu rows. Uses the Tween UI mark and the dot bloom button. Navbar demos drop their rounded corners in the new-tab preview.
