Move the scenario suites to Atlas 0.16.1 - #138

Both scenario projects and the README's CLI install line go from 0.16.0 to 0.16.1. The release carries the fixes checked from Pulse on 0.16.1-rc.1: a class whose first boot fails is no longer rebooted, every managed dll at a mod's root is checked against the build the process loaded, World.Until and WaitForPosition say how to wait longer, and atlas run --parallel --trx gives each result its own times and keeps carriage returns.

Both scenario projects and the README's
dotnet tool installline go from Atlas 0.16.0 to 0.16.1. The code is the same as 0.16.1-rc.1, which was checked from Pulse before the release: both suites green (30 of 30 and 14 of 14 underdotnet test, 14 of 14 and 33 of 33 underatlas run --parallel 2 --trx), and the seven announced changes behaved as described. For Pulse they mean:atlas run --parallelgive each result its own times.Restore and build pass locally with 0 warnings; the scenario suites run in CI.
