Use latest *release* of LuaRocks instead of latest *tag*

• The latest tag of LuaRocks is 3.13.0, but it's unreleased and has a bad rockspec file
• Instead of using tags, use the latest release. This gets the stable 3.12.2 with a correct rockspec file.
• I'm unable to install Lua 5.1 on macOS without this fix

Unfortunately, that doesn't work on mine system. BTW, luarocks 3.12.x are not detecting lua 5.5+. Done a quick-fix nan0desu@f199e19

A quick workaround might be falling back LuaRocks version to 3.12.2:

ASDF_LUA_LUAROCKS_VERSION=3.12.2 asdf install lua 5.1
