Somehow was still very busted. * Uses sed to rename the packages to the namespaced versions we need * Just in ECF4 for now * Points the WebServicesProfile-Definitions to the hash'd name (not ecf-1.xsd) * Fixed old copy pasta of Filing Review file * Adds a ECF4 (with beta ECF5) court scheduling file for Illinois * Corrects directories * renamed `name` to be the more accurate `juris`, or `jurisdiction` * fully tested with ECF 4 (except the pause and edit civil in)
