The TypoScript example set the data processing of page.10 without defining page.10, and its value "<insert language-id> or "auto"" was not valid TypoScript. The TypoScript and the Fluid template are now files of their own. The TypoScript uses a PAGEVIEW and the identifier language-menu, as the Camino theme on the screenshot does, and its include folds the lines that do not build the menu. The page named FLUIDTEMPLATE, called the menu a hierarchical array, and used :ref: links. The files belong to an example site package in Documentation/CodeSnippets. A functional test renders a page with it, and checks that the language menu links the translations of the page and shows a language without a translation as text.
