#237에서 기존 웹 호환을 위해 임시로 선택값으로 받던 투두 삭제 API(DELETE /api/v1/todos/{todoId})의 date를 다시 필수로 되돌렸습니다.

• TodoService.deleteTodo: date가 없을 때 투두 전체를 삭제하던 분기를 제거했습니다. date가 없거나 비어 있으면 parseDate에서 TODO_400을 반환합니다.
• TodoControllerDocs: 삭제 API 설명에서 date 미전달 시 전체 삭제된다는 문구를 제거하고, 400 응답 설명에 date 누락을 다시 포함했습니다.

트러블 슈팅 ⚽️

• 머지·배포 후에는 date 없이 삭제를 요청하는 기존 웹 요청이 TODO_400으로 실패합니다. 웹이 변경된 명세를 반영해 배포할 때까지 삭제가 실패할 수 있습니다.
